Building a Digital Silver Tourism Ecosystem for Elderly Protection: An Islamic Family Law-Based Community Empowerment Approach

Abstract

Indonesia’s rapidly growing elderly population requires community-based strategies that promote healthy, active, safe, and dignified aging. Digital transformation provides opportunities to develop elderly-friendly tourism while strengthening family-based protection and care. This community engagement program aimed to empower families and local communities to utilize digital technology in developing an inclusive silver tourism ecosystem while strengthening elderly protection based on Islamic Family Law principles. The program adopted a Participatory Action Research (PAR) approach involving educational workshops, digital tourism application training, focus group discussions, and family-based mentoring for households with elderly members. The activities focused on digital literacy, elderly-friendly tourism practices, protection of elderly rights, family responsibilities, and the application of Islamic values in elderly care. The results indicated improved participants’ understanding of elderly rights and family responsibilities, enhanced digital literacy for accessing safe and accessible tourism services, and greater awareness of the principles of birr al-wālidayn, family responsibility, and family resilience. The program demonstrates that integrating digital transformation, inclusive tourism, and Islamic Family Law can strengthen community capacity to support active and dignified aging. This model provides a potential framework for sustainable community empowerment that places families at the center of elderly protection while utilizing digital technology to improve the well-being and social participation of older adults.
