ONLINE SEXUAL HARASSMENT IN PALOPO: LEGAL PROTECTION AND MAQASHID SHARIA

Abstract

This study examines protection against online sexual harassment in Palopo City by the Women and Children Protection Unit of Palopo Police and evaluates it through Maqashid Sharia. The study addresses four issues: the forms of online sexual harassment in Palopo, the model of legal protection and law enforcement provided to victims, the obstacles faced by the Unit in handling reports of electronic violence against women, and the relevance of Maqashid Sharia as a framework for strengthening victim protection. Using a normative-empirical approach, this qualitative research combines analysis of legal norms and Maqashid Sharia principles with field data from the PPA Unit. Data were collected through institutional documents and semi-structured interviews with PPA officers, supported by case records from 2022 to 2025. The data were analysed through qualitative legal analysis, thematic categorisation, and normative-empirical comparison. The findings show 81 cases during 2022-2025, including digital verbal abuse, online sexual extortion, and non-consensual distribution of intimate content. The PPA Unit protects victims through complaint reception, confidentiality, digital evidence collection, investigation, coordination, assistance, and preventive education. Enforcement still faces anonymous offenders, limited forensic capacity, victim reluctance, stigma, and low digital literacy. Maqashid Sharia strengthens victim-centred protection based on dignity, safety, justice, and harm prevention.
